“So far, this is only a resolution supported by the committee. The final decision must be made by the presidential administration. This is a resolution calling on the administration, but it is not the actual recognition of Russia as a state sponsor of terrorism,” Democratic Senator Chris Koons explained.

Republican James Rish said that recognizing Russia as a sponsor of terrorism would put it on a par with countries such as Syria, Iran, Cuba and North Korea.

“There is no doubt that Russia, led by Vladimir Putin is a state sponsor of terrorism. The act he committed in ordering the attack on Ukraine was an act of terrorism. He is a war criminal and is responsible for every crime committed in his name, for every destruction, for every murder. Everything that was done in Ukraine is on his responsibility,” he said.

Rish hopes that the US Secretary of State will listen to the opinion of Congress.

Bloomberg writes that the resolution must be approved by both houses of the US Parliament before it is sent for signature to the presidential administration.

  • State sponsors of terrorism fall under four main categories of sanctions: restrictions on foreign aid from the United States; a ban on the export and sale of defense products; control over the export of dual-use goods, as well as under various financial and other restrictions.
  • “Sponsors of terrorism” remain on this list for many years, and often decades. They are removed from the list only in some cases – after a change in the political regime (Iraq in 2004) or the foundations of foreign policy (Libya in 2006 and Sudan in 2020).
