Ministry of Justice proposes to abolish punishment for entrepreneurial activity without registrationas well as to increase (“taking into account the level of inflation”) the amount of damage caused or income received, from which criminal liability arises.

“The draft federal law is aimed at the complete or partial decriminalization of certain acts in the field of entrepreneurial activity, for the commission of which a penalty of imprisonment has not been established or this penalty has not been imposed,” the Ministry of Justice said.
In early March, shortly after sanctions were imposed on Russia over its invasion of Ukraine, Russian President Vladimir Putin declaredthat the “way out” of the situation should be “maximum economic freedom for people who do business.”
