The president Ukraine Vladimir Zelensky and Cabinet leadership on November 8 agreed on a new government structure, planning to keep 14 ministries instead of the current 20 and reduce the staffing limit for ministries and other central executive bodies. It is noted that in the new structure of the government, the Ministry of Development of Communities and Territories, the Ministry of Infrastructure and the Ministry for the Reintegration of Temporarily Occupied Territories will be merged into the Ministry of Infrastructure and Territories Development. The Ministry of Culture and Information Policy and the Ministry for European and Euro-Atlantic Integration will be merged into the Ministry of European Integration, Culture and Information Policy. The Ministry of Economy, the Ministry of Strategic Industries (partly) and the Ministry of Agrarian Policy and Food will be merged into ministry of economic development. The Ministry of Digital Transformation, the National Civil Service Agency and the Ministry of Strategic Industries (partially) will be merged into the Ministry of Digital Transformation. The Ministry of Veterans Affairs and the Ministry of Social Policy will be merged into the Ministry of Veterans Affairs and Social Policy.
The Ministry of Ecology will change its name to the Ministry of Ecology and Natural Resources. The Ministry of Energy, the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Justice, the Ministry of Internal Affairs, the Ministry of Defense, the Ministry of Education and Science, and the Ministry of Health will remain unchanged.
The document provides for a reduction in the maximum number of staff of ministries and other central executive bodies, and in some cases – more than twice. In particular, in the central offices of ministries, the number of employees is planned to be reduced from 9.2 thousand to 2.8 thousand. In the territorial bodies of ministries – from 17 thousand to 7 thousand. In the central offices of other bodies – from 13 thousand to 4.3 thousand
In addition, the management structure is changing. Strategies and programs will be coordinated by the Government Center, directly subordinate to the Prime Minister.
The publication recalls that the government, within the framework of constitutional powers, can independently determine its own structure within the existing budget.
