The law on the development of agglomerations was adopted at a meeting of the Legislative Assembly of the Rostov Region on June 23. Speaker of the Don Parliament Alexander Ischenko (“United Russia”) explained what is meant in the document.
“There is no question of any merger of municipalities, encroachment on administrative-territorial units. The law provides a legal basis for municipalities to conclude agreements on the creation of agglomerations and develop common approaches in strategic planning, in transport services, and in the modernization of the housing and communal services system. The purpose of the regional law is to give impetus to accelerate the economy, to improve the environment and the quality of life of people. According to Ishchenko, the Rostov, East-Donbass, and Volgodonsk agglomerations have already formed today.
