In July, representatives of Russia, Turkey, Ukraine and the UN signed a package of documents in Istanbul to address the problems of food and fertilizer supplies to world markets. According to the agreements, the UN assumed obligations to remove restrictions on the export of agricultural products and fertilizers from Russia. The second document determined the algorithm for the export of Ukrainian agricultural products from the territories controlled by Kyiv.

But at the end of October Moscow made a decision to suspend its participation in the “grain deal” due to a provocation from Kyiv. The Kremlin stressed that in connection with the actions of Ukraine, the Russian Federation can no longer guarantee the safety of civilian dry cargo ships participating in the Black Sea Initiative.
